UNESCO: Recommendations Presented to Improve Governance of Digital Platforms and Online Media in Montenegro
Podgorica, 21st of April 2026 – A workshop on the governance of digital platforms and online media in Montenegro was held at the UN Eco Building in Podgorica, organised by UNESCO in cooperation with Partners Serbia and “35mm”.
During the event, the national annex for Montenegro was presented as part of a comprehensive regional study developed by the South East European Network for the Professionalisation of Media. Particular focus was placed on challenges related to content moderation and ensuring the availability of verified information of public interest on social media.
The workshop brought together representatives of relevant institutions, international organisations, media associations, civil society, academia, and other key stakeholders.
The event served as a platform for exchanging views and collecting participants’ feedback on the proposed recommendations from the national annex, to further refine them and support their final adoption. Discussions covered key topics such as transparency of digital platforms, accountability for the spread of disinformation, as well as strengthening self-regulatory mechanisms and institutional cooperation.
This event represents a continuation of activities initiated in June 2025, when the draft regional study and preliminary recommendations were first presented, alongside consultations with relevant stakeholders from the region.
The workshop is part of the multi-year project “Building Trust in Media in South East Europe: Support to Journalism as a Public Good”, funded by the European Union. The project aims to promote freedom of expression and strengthen independent, professional, and pluralistic media in the region, recognising journalism as a public good and countering disinformation.
The organisers expressed their satisfaction with the active participation of all attendees and emphasised the importance of joint action in improving the regulatory framework and strengthening trust in the media in the digital environment.
